Abstract: 【Purpose/significance】In the context of the construction of digital China, exploring the model of China's digital government construction will help to promote the continued high-level development of government digitization.【Method/process】Taking inter⁃ views and cases as effective samples, identifying and extracting the influencing factors of the level of digital government construction by using the Grounded Theory, and revealing the group effect of each influencing factor through fsQCA, obtaining the typical modes of China's digital government construction, and making a comparative analysis of the four models in terms of their core strengths, poten⁃ tial weaknesses, and applicable situations, and finally optimization strategies are proposed in a targeted manner.【Result/conclusion】 China's digital government construction as a whole presents four modes: demand-oriented, technology-led, scenario-serviceoriented, and integration-development-oriented. the level of digital technology plays an important role in the influencing mechanism of digital government construction; and differentiated promotion of digital government construction should be carried out in different re⁃ gions and at different stages according to actual needs.【Innovation/limitation】Based on multi-source data, we constructed a model of influencing factors of digital government construction, and carried out empirical tests, and the in-depth comparison of the model needs to be further researched.
