Abstract: 【Purpose/significance】In recent years, the frequent occurrence of emergency risk events worldwide has posed a significant challenge for governments in terms of mitigating these risks through information disclosure. The academic community has conducted extensive research on this issue, and systematically reviewing these findings is crucial for enhancing national governance capabilities. 【Method/process】This paper employs a systematic literature review to extensively survey and summarize research findings both do⁃ mestically and internationally. It provides a comprehensive review focusing on the characteristics and roles of government information disclosure during emergency risk events, as well as the strategies and effectiveness of such disclosures.【Result/conclusion】Based on this review, the paper proposes strategies for improvement, including accurately identifying public demands, leveraging government functional advantages, promoting government-public interaction, and evaluating the effectiveness of disclosures. It also summarizes re⁃ search methods and theoretical foundations of government information disclosure from a risk research perspective to aid scholars in fur⁃ ther studies.【Innovation/limitation】The aim is to offer insights and references for improving information communication between gov⁃ ernments and the public, thereby enhancing governmental emergency response capabilities.
