摘要: 

数字中国建设背景下,档案管理工作面临日益广泛而深刻的变革。本文将数字创新管理思维引入工程档案管理,探索具有实践指导性的工程档案数字创新管理要素机制,以更好地发挥创新驱动作用,助力我国档案创新机制整体效能提升,开拓与数字中国建设相适应的工程档案创新管理路径。以数字创新管理理念为基础,选取昆柳龙直流工程项目为典型性案例研究的对象,通过半结构化访谈获得19份质性数据文本,采用主题分析法对其进行编码与分析。最后以数字技术创新为基础支撑,从系统角度出发,探讨数字技术、制度、战略、文化、组织和知识创新六个维度要素间的整合与相互作用关系,并基于此构建工程档案数字创新管理要素机制,突破了现有理论提出的创新要素维度,为工程档案管理领域实现全方位数字创新提供理论支撑,有效克服工程档案管理领域“割裂式创新”引发的资源错配和无效创新问题。

Abstract

In the context of the construction of digital China, archives management is undergoing increasingly extensive and profound changes. This paper introduces the concept of digital innovation management into engineering archival management, exploring practical and guiding elements and mechanisms for digital innovation management of engineering archives. The aim is to enhance the overall effectiveness of China's archival innovation mechanisms, and to pioneer innovative management paths for engineering archives that are compatible with the construction of Digital China. Based on the concept of digital innovation management, The Kun-Liu-Long DC project was selected as the object of a typical case study. 19 qualitative data texts were obtained through semi-structured interview, and the data texts were coded and analyzed using the thematic analysis method. With digtal technology innovation as the fundamental support, this paper examines the integration and interaction among six dimensions: digital technology, institution, strategy, culture, organization, and knowledge innovation, from a systematic perspective. Based on this analysis, a mechanism for digital innovation management elements in engineering archives is constructed, breaking through the existing theoretical dimensions of innovation elements. It provides theoretical support for the realization of all-round digital innovation in the field of engineering archives management, and effectively overcomes the problems of resource mismatch and ineffective innovation caused by "fragmented innovation" in the field of engineering archives management.
