As a basic application requirement in the management process of electronic records and electronic archives, format standard plays an important role in the archiving, encapsulation and curing of electronic records as well as the transmission, storage and utilization of electronic archives. This paper analyzes the application characteristics of OFD standard in electronic archives management, summarizes the basic functions of OFD standard in electronic records and electronic archives management process: conversion function, container function and management function. On this basis, combined with the practical experience of Fujian Provincial Archives, the OFD standard is innovatively applied in the standardized management mode of electronic records and electronic archives with Fujian characteristics, which is "Three Packages, Two Structures and The Integration". This paper expounds the basic application links and scenarios of OFD standard in the standardized management mode of "Three Packages, Two Structures and The Integration" of electronic archives, so as to give full play to the format characteristics of OFD, meet the requirements of the newly revised Archives Law on electronic archives standardized managements, and further promote the effective implementation of single set archiving of electronic records and single set management of electronic archives.
