Although the theory of records life cycle has undeniably positive meaning, but there are some limitations in its practice. The document has life thanks to its use and value. The value of the document is either mainly manifested in the implementation and management links, or in recording history and supporting the role of credentials, according to this manifestation, it can be divided into two stages which are “the cycle of documentary life” and “the cycle of archival life”. According to the universal existence of movement nature in the different stages, the corresponding control measures, management methods and storage places should be chosen flexibly, it is helpful to standardize the basic terminology of archival work, and clarify the connotation and extension of the legal archival terms, and promote the construction of law system of archival management, and then implement more scientific and effective management, and enhance the effectiveness of archival work.
