Based on the definition analysis of archives in the practice domain, this thesis, paper, analyzes the three spiritual implications of strengthening the country through archives, which are reflected in the process of establishing nation identity, culture identity and political identity with the historic records in archives. The three implications include that archives guarantee the citizens’ rights, archives promote the building of a more transparent government and governments ensure people’s rights realized, whose degree of realizing is regarded as the criterion of whether strengthening the country through archives. Second, this paper explores the relations between the three implications and concrete targets of the strategy of strengthening the country through archives. And, at last, according to these targets, a basic implementation path of the strategy of strengthening the country through archives, which is mainly aimed at socialized building and services of archives, will be put forward.
