China is currently adapting the double-track and double-set system in records and archives management, in which paper and electronic form are parallel. This mode of management is gradually turning into single-track with preference in electronic form. Taking Australian Government’s Digital Transition Policy as a benchmark, this article introduces it in the aspects of its supporting system, core thought, strategic position, implementation and influences. Enlightened by this policy, this article then analyses the transition of double-track system in records and archives management of China with regard to its goal setting, content of mode transition, guarantee system and implementation bodies.
