摘要：

近年来关于Records是文件还是档案一直处于争论之中。本文从国际档案理论、国际标准、行业规范等方面探讨了Records的真正含义。对Records的正确理解将有利于国际档案标准在国内的采用与推广。

Abstract:

The debate about what is the true meaning of Records in Chinese context began years ago and seems likely to continue for some time in the future.The article has discussed the Chinese meaning of Records from the aspects such as international archival science, international standards and nuclear industry specifications. The proper understanding of Records will facilitate the adaptation and implementation of international standards for records management in China.
