摘要：

美国联邦政府电子文件信息获取的历史始于二十世纪五六十年代,之后在不同的历史时期,美国联邦政府制定了不同的信息政策,这些信息政策或限制或阻碍公民获取政府电子文件信息,或对公民获取政府电子文件信息起到推动和保障作用,但总的趋势仍是通过制定和完善相关信息政策以推动和保障政府电子文件信息获取,因此,在这一发展历程中美国联邦政府也形成了较完善的政府电子文件信息获取的信息政策。

Abstract:

The history of access to American federal electronic records information started in 1950s and 1960s, and then at different historical stages, American federal government stipulated different information policies, some of which were to limit and even hamper the access to government electronic records information, some were to promote or protect the access to government electronic records information, but the general trend is still to promote the access of government electronic records information by enacting and perfecting the information policy. Therefore, during the development history, a relatively complete information policy on the access to federal government electronic records information has formed in America.
