When fonds creating units transfer the Submission Information Packages (SIPs), they must follow the rules established by national archives. How to assure the normalization of SIPs is one of the key questions to realize successful electronic records transfer. This paper designs several different methods of electronic records transfer based on EEP encapsulation technology. Meanwhile, the paper analyzes the principles of these methods, puts forward some suggestions, designs the architecture of EEP encapsulation engine and its tools, and points out the application effects according to actual case.
