对全国国有档案馆网布局问题的思考

摘要：

文章论述了当前全国国有档案馆网建设中存在的问题,提出了改进意见：重点突出国家档案馆在国有档案馆网体系中的主导地位,控制国家专门档案馆的设置,明确定位部门档案馆、企业事业单位档案馆为过渡性档案管理机构,强化档案行政部门对各类档案馆的统筹和监管职权等等。

Abstract:

This article elaborates on the problems faced by the national-owned archives in the process of the network constructions and offers the following proposals. Firstly, it lays great stress on the national-owned archives in the whole network system. Secondly, it advocates a proportionate control on the setting of national-owned specialized archives. Thirdly, it locates departmental archives, corporate archives and institutional archives as transitional agencies of archive regulation. And it strengthens the functional authority of archive administration department.

[1]	城建档案馆属于国家专门档案馆.据建设部办公厅发布的《全国城乡建设档案“十一五”规划》中指出,截止2005年底全国660多个设市的城市中已建立了近500个城建档案馆,而来自国家档案局网站的数据是,截止2008年底全国国家专门档案馆(包括城建档案馆)总共才245个.
