The disclosure of government information doesn’t mean the disclosure of archives information。In the Archives Law, there exist some problems, such as obscure conception of archive, unclear definition of keeping secrets and sealing up for safekeeping. From the perspective of profound level, the Archives Law should be amended from the aspect of legislative thinking and legislation principles; it also should be set up reasonable system of keeping secrets and making open to the public, and the time limit of keeping secrecy of archives that combined with and suited to the related laws.
