摘要:

档案事业发展存在注意力分配问题，不同时期档案事业发展的注意力会有所不同。基于对2000年以来我国颁布的五份全国档案事业发展规划文本的体裁分析、词频分析和内容分析，发现过去二十年中国档案事业发展注意力由档案管理转向档案治理，由档案法制建设转向档案法治，由参与型和引入型档案外事工作转向引领型和输出型档案对外交流与合作。而“档案资源建设”“档案信息化建设”“档案科技工作”“档案人才队伍建设”“档案利用服务”及“档案安全保管与保护”等主题始终是档案事业发展注意力所在，但不同时期档案事业发展决策主体对这些主题的注意力有所变化，总的趋势是促使档案事业走向治理、开放和现代化。

Abstract：

The development of archival undertaking encounters challenges in attention distribution, and the focus shifts during different periods. Based on the analyses of the genre, word frequency, and content of the five national archival undertaking development plans issued in China since 2000, this paper found that during the past 20 years, the attention of archival undertaking has changed from archives management to archives governance, from the construction of archives laws and regulations to archival rule by law, from participatory and importing archival foreign affairs to leading and exporting archival international cooperation and communication. The themes of archival resource construction, archival informatization, archival science and technology work, archival talent cultivation, archival utilization services, and archival safekeeping and protection have consistently been the focal points of attention in the development of archival undertaking. However, decision-making entities in archival development have exhibited variations in attention to these themes during different periods. The overarching trend indicates a drive towards the governance, openness, and modernization of archival undertakings.
