摘要:

档案问责的科学化是推进档案工作现代化的题中应有之义,也是有效压实档案工作主体责任的现实保障。档案问责的有效和有序展开,应基于档案问责的主客体、情形及其程序的整体框架,对其内在的运作逻辑作出系统性的明确。党的十八大以来,我国档案问责不断走向成熟,但其在具体运行中依然存在协调性、规范性和常态性不足的现实弊端。当前,应通过形成更加全面和深入的多元协同机制、覆盖关照机制、程序操作机制、信息发布机制和理念引导机制,推动档案问责实现科学重构,为推动新时代我国档案管理事业发展奠定更加坚实的根基。

Abstract：

The scientization of archives accountability is an important part of the modernization of archives management, and it is also a practical guarantee for the effective compaction of the main responsibility of archives work. The effective and orderly development of archives accountability should be based on the overall framework of the subject, object, situation and procedure of archives accountability, and its internal operating logic should be systematically clarified. In recent years, the accountability of archives has continued to mature, but there are still practical disadvantages of insufficient coordination, standardization and normality in its specific operations. At present, multiple coordination mechanisms, coverage and care mechanisms, procedural operation mechanisms, information release mechanisms, and concept guidance mechanisms should be formed to promote the reconstruction of archives accountability, so as to lay a more solid foundation for the development of archives management in the new era.
