The United Kingdom government formulated and promulgated the Lord Chancellor’s Code of Practice on the Management of Records, issued under section 46 of the Freedom of Information Act in 2009, which connected the freedom of information and records management by the framework of laws. The Information Commissioner’s Office assumes an important responsibility in the government’s process of freedom of information development, plays an essential role in supervising and providing guidance for public authority’s movements on freedom of information. The Information Commissioner, who is responsible for the Information Commissioner’s Office, and its functions are specified in PART III of Freedom of Information Act. This paper first introduces Information Commissioner’s Office by illustrating its mission and organization structure, then summarizes main functions of the Information Commissioner by analyzing PART III of Freedom of Information Act. At last, the paper analyzes the background and representative views of the new Information Commissioner, trying to explore the relationship between freedom of information and records management from a new perspective.
