摘要：

当前,电子政务发展以数字转型、资源整合、服务导向为发展趋势,该趋势为数字档案资源整合提供了新的发展方向,但现有针对数字档案资源整合的研究在主体、资源及时间方面存在局限,本文正是在电子政务背景下探讨数字档案资源整合问题。论文主要采用政策文献内容分析法,从电子政务建设和电子文件管理两个维度展开分析,通过二者之间共性与差异的对比,得出政策中数字档案资源全过程整合的关注焦点。研究表明业务部门未能规范化实施电子文件管理,档案部门未能契合电子政务发展方向,电子政务背景下数字档案资源整合有待二者融合并协同发展。

Abstract:

Currently, development of e-government shows the tendency of digital transformation, resources integration and service-orientation, the process of which expands the scope of digital records integration.However, existing studies of digital records integration are limited in terms of subject, resources and time of integration. This paper is aimed to study digital records integration in the context of e-government development. Compared with the similarity and difference both of them by the means of policy content analysis , the paper analyzes the e-government construction and electronic records management to find the focus of the whole process integration on digital archival resources from the policy.The research shows that business department of electronic records management fails to implement records management standardly, meanwhile, archive department fails to integrate into e-government construction appropriately, which demands for the coordination and cooperation between business department and archives department for synergitic development.
