The application of Internet government service platform promotes the integration of archives management and the whole process of government service, and leads to changes of theory and management style. The connotation of the above changes can be summarized as“a view of whole process”of records filing and management based on Internet government service platform. Administrative approval records are the main part of the archive resources in the Internet government service platform. Firstly, this paper analyzes the characteristics of current functions and management requirements of administrative approval records. On the basis of that, the necessity of archiving of administrative approval records is put forward and therefore the reflection on the solidified essence of archiving is presented . Then, this paper explains the archiving as a starting point of archival work and discusses how to play the role of driving mechanism in the process of Internet government service. Finally, based on the integration of business requirements and essence of archiving, this paper proposes“a view of whole process”for records management in the Internet government service platform, gives an theoretical explanation of this view, and presents feasible strategies for practical work.
