摘要：

本文基于管理控制与风险管理理论,构建了适用于组织机构电子文件管理的风险控制框架并阐述了其工作机理,按照前馈控制、同步控制、反馈控制三个阶段分析了风险识别、风险评估、生命周期流程管理、行政权责分工、应用技术支持、风险案例库建设及反馈控制保障7项具体管理活动。

Abstract:

Based on management control and risk management theory, the paper constructs the risk control framework for the management of electronic records suitable for all kinds of organizations and expounds its working mechanism from the top - level design perspective. It analyzes 7 activities from the stage of feed-forward control, concurrent control and feedback control as follows: risk identification, risk assessment, life-cycle process management, division of administrative responsibility, technical support, risk case base construction and guarantee mechanism of feedback control.
