摘要：

博物馆与图书馆的教育职能在近几十年内得到充分的研究与实践。公众已经认可了博物馆与图书馆作为教育和文化遗产保护重要机构的社会地位。然而,同样作为公共文化机构的档案馆,由于缺乏有效的教育服务的提供,造成大量的文化遗产馆藏资源得不到及时的开发和利用,使得部分档案馆的公众形象仍然停留在“政府机关”而非“文化机构”上。教育服务作为档案馆拉近与公众间距离的手段之一,已被国外众多档案馆所采用,并取得了良好的效果。本文以法国为例,通过描述法国档案馆公共教育服务的历史发展及现状,为我国档案馆公共教育服务提供参考和借鉴意义。

Abstract:

Education is one of the functions of museums and libraries, which has been fully practiced in recent decades. The public has recognized the museums and libraries as important institutions for the education and protection of cultural heritages. However, archives, which are “social commonality culture institutions”, have a public image as the “administrative agencies”. Due to the lack of effective educational services, archives are far from the cultural line of sight of public. As a result, a large number of cultural heritage resources are not developed and used in time. Many foreign archives have adopted educational service, which is one of the means to narrow the distance between the public and the archives, and have obtained good results. Taking the example of France, this article provides references for the public education service of archives in our country by describing the historical development and present situation of the public education service in the French archives.

[7]	1983年政府行政改革后,中央政府将部分权力下移至地方政府.不同层级的地方政府不但管理的地幅不同,其管理的社会领域也不同.每个法国公民所直接面对的不再是一个政府,而是4个政府:市镇政府、省政府、大区政府和中央政府,他们各有专职,独负其职,分别服务于公共生活的某一个或几个方面.例如:大区政府主要负责其区域内的经济计划,省政府负责社会保障,市镇政府负责为居民生活提供密切相关的服务等.
