Concerning the amendment of the Archive Law, this article analyzes the current situation of Chinese archive existence and puts forward new thinking on the boundary of archives public governance, the structure of the rule of law system in archive administration, and discusses about the new missions of both of archives administration and public archive services. It also discusses about several key problems relative to amendment of the Archives Law, stressing that it is necessary to pay more attention to certificate file which as a special form of language has been playing an important role in modern social interaction.
