Public-welfare is an important feature of the integration and sharing of the government information resources, which emphasizes the social public as the core and the user demand-oriented in the integration and sharing of the government information resources. At this stage, public-welfare integration and sharing usually takes forms of target-type, filling-type, forcing-type and denying-type. Public-welfare will gradually surpass profit in the integration and sharing of the government information resources. The paper proposes some strategies, including multi-channel strategies with the social public as the core, multi-level strategies based on the importance of information resources and multi-category strategies taking the ability to control information source as a standard.
