Counsel’s right to investigate and collect evidence in the government information publicity, on one hand, the right is a complex of general citizenship rights and special legal right. Such kind of comprehensive leads to different effect under different conditions. On the other hand, government information is records of all kinds of rights, in which right to know and privacy has different proportion. Therefore, counsel’s right to investigate and collect evidence has different limits. This article discusses implementation and limit of counsel’s right to investigate and collect evidence in three different government information.
