In the light of the dramatically increasing amount of social archives and lack of storing capacity, promoting government procurement services is not only a policy put forward to comprehensively deepen reforms, but an inevitable trend in socialized depository services. However, due to the lack of government supervision, socialized depository market is still on its spontaneous formation stage with varied?enterprise qualification and poor industry standard. The key is to lay emphasis on both government supervision and enterprise autonomy. Proceeding with setting industry access threshold and building system environment, we would enlarge and strengthen the socialized archival depository market in order to make it work as an effective supplement to state-owned archival depository system.
