As an important cultural organization, public archives is one of the significant powers to realize the Cultural Strategy, if we can give full play to its cultural function and make it reasonable to assume social responsibility, which will be favorable to resolve social conflicts, promote social cultural soft power, push fair culture development and coordinate the relationship between stakeholders. Of course, the realization of social responsibility of public archives is a systematic project, which must be supported from the macro level, the medium level and the micro level.
