This article outlines that how the government information public services of the state archives administration evolve from innovative service modes to legal service functions. And it analyzes the current-facing dilemmas of difficulties in collection and deficient users, and the deep reasons for these dilemmas, which include two main aspects, one is the tremendous changes of service environment with the gradually development of information public service work by administrative organs, and the other is that lacking of information public service concepts, information transport mechanisms, information requirements and service capabilities. At last, the article proposes measures that establishing a win-win and “one-stop” service mode to integrate archives information service and government information public service.
