The utilization of government records is an important part of government information disclosure. According to the analysis of those related regulatory documents, which embodies further progress of legal system in government information disclosure and involves rules of archives utilization, this article reveals that the utilization of government records stored in government offices and the government information disclosure had already carried out the transition from double track running to track running which unites two into one. And it demonstrates that at present stage of double track running, the utilization of government records preserved in national archives and the government information disclosure should be effectively joined together.
