摘要：

本文系统分析了当前人事档案利用中的三大困境,归纳总结了国外人事档案信息利用的主要经验,提出了新形势下突破人事档案利用困境的路径选择：坚持以人为本,适度公开档案信息;搭建利用平台,实现资源共享;提高人员素质,开发特色信息;坚持安全利用,维护档案权威。

Abstract:

In this paper,three predicaments of using personal files are analyzed,foreign experiences are summarized and the ways out of the predicament in the new situation are put forward,which include focusing on people and proper information disclosure,building a platform for using files,improving staff quality and adhering to safe use of archives.
