From the perspective of whole process management of electronic documents,this article first analyzes the current situation of electronic documents management,and then it discusses the whole process management modes of documents and archives of the mechanism and archives of Changchun city under OA environment. And last it directionally explores the effective utilization of electronic documents,especially proposes the new train of thought to design the system software of electronic documents and archives management in function aspect which based on new national criterion all-in-one.
