Based on analysis of “Social Archive Theory”,“Social Memory Theory” and “Social Service Theory”,this paper puts forward some strategies of collection construction in national comprehensive archives, which include: broaden the breadth of archival resources, expand the scope of archives creators, develop the depth of the archival resources and strengthen the characteristic collection and micro collection construction; Set up a large collection of consciousness and enrich the types and forms of collective holdings; change the holdings constructing methods to directly capture and create resources; grippe the needs of society to strengthen the integration of archives resources; develope products and archival resources construction orientationally.
