Electronic records information process consists of three layers: electronic information layer, current electronic records information layer and electronic archives layer, which have bear different characteristics and evidential values. Information on the electronic information layer is scattered and difficult to find, only part of which has the evidential character, not the evidential value. Information on the current electronic records information layer is authentic with evidential value, which is easily affected by external influence. Information on the electronic archives layer is archived with solid evidential value.
