Collectivity ownership archives management is a weakness part in the archives science and practice activities. This article based on the connotation of collectivity ownership system will analyze the status of management and legislation on collectivity ownership of archives, just as distributed management model, imperfect law criterion, misregulation and without brought into the whole national archives resources program,etc..Based on these anlaysis, the author brings forward the countermeasure and models of surrogate or commerce trusteeship in order to strengthen the archives management of collectivity ownership in the town and country .
