The pattern of regional electronic records management is representative and typical in China. The paper sorts out the history of this pattern evolution, points out the contradictions between the regional differences exiting in the electronic records management and the unification of top-level design of national strategy, and analyses the difficulties during the implementation of the national strategy. The paper puts forward a concept of an integrating model which refines and optimizes the reasonable elements of the pattern of regional electronic records management and puts them into the overall framework of the national strategy so as to build an electronic records management pattern which is a combination of “top-down” and “bottom-up” , that would be more accordant with the condition of our nation.
