Information disclosure provides ways to guarantee civil rights. However, China is still at the exploratory stage currently, and still exists considerable distance from perfect institutional development and expectations of the public. In accordance with relevant laws and regulations, this article first takes expression of “bottleneck” problems that civil rights could be achieved, such as opening hours, opening application and the law applicable to the civil rights, and its system defect at the back apart. Then it analyzes reasons from four perspectives that contribute to the disjoint of above conflict. Moreover, it also believes that the law grants the great mass of the power to the information formative and administrative organs, in this way, it is absolutely increases the difficulties of the right to know by the public. At last, it proposes that the conflict will become the driving force for information disclosure system changes.
