This paper first comprehensively elaborates the significance of “Three Systems” construction. On the basis of what mentioned above and combined with practical experience, it then proposes focal points in work respectively of “Three Systems” construction. In order to guarantee the implementation of this work thoroughly, it lastly puts forward standpoints which could reinforce organization leadership of “Three Systems” construction from four aspects: they are research and extension, supervision and rewards and punishment, criterion and guarantee, personnel inner quality and capability.
