摘要：

电子文件全程管理是保证电子文件真实、完整、可用和安全的重要原则。本文分析了电子文件全程管理的业务需求,讨论了统一电子文件数据格式的必要性,提出了电子文件全程管理标准规范体系和软件系统的建设内容。

Abstract:

Electronic Records Whole Course Management is an important principle of ensuring the authenticity, integrity, accessibility and security of electronic records. The paper analyzed the business requirements for electronic records whole course management, discussed the necessity of unifying the formats of electronic records and provided insights on constructing standard system and software system for electronic records whole course management.
