Digital Archives construction is not only a necessary requirement for the development of archives, but also key subjects that must faced in the approaching archives society. Digital archives construction will have an important impact on our existing archives management system in the designing concept, operating mode and functional distribution of management system. In order to adapt to the need of the development of the digital archives and serve the archives users better, we need to clarify the functions of archives management under the service standard concept, to realize lateral interactions with related fields on the basis of breaking segmentation of stick and block, to unscramble again for the centralized and unified mode that coheres with the demand for development of digital archives. Moreover, we need to make suitability adaptation to the existing management institutions. Only in this way can we realize the mutually promotion and collaborative development between archives management system and the digital archives construction.
