The article first discourses the evolution of the conception of the word “volume” at all times and in all lands, then it sums up different viewpoints that appeared in the process of “volume” changing into “document” in China archival field, and it analyzes several questions such as the responsibility of file arrangement, execution of the filing institution in department of document processing, sphere of application of The Regulations of Filing Documents, and puts forward corresponding suggestions that archives administrative service division should emphasize filing again and make provisions of filing by document processing department in the converted Archives Law.
