信用经济建设视角下我国人事档案制度改革研究*

本文对信用经济建设时期我国人事档案制度的尴尬、我国人事档案制度尴尬境遇的成因、我国人事档案制度的改革路径等问题作了阐述。

Abstract:

The relationships of social credit system and personal credit system, personal credit system, personal credit information and personal credit files, personal credit information, personnel files and personnel files system are analyzed in this paper firstly, as a result, the necessity and importance of bringing personnel files system into the whole social credit system are proposed. Then following the clue of ‘deviation—tracing—response’, the main problems of the personnel files system are pointed out, the main reasons of these problems are analyzed deeply, the ways of reform, such as ‘correcting personnel files policy orientation, founding personal credit archives’, ‘attaching importance to personal information protection, balancing public power and private right’, ‘rerecognizing the record function of personnel files, providing personal credit information’, are brought forward.
