Abstract：The frame and ideas of responsibility system of soil and water conservation in China were discussed including the soil and water conservation target responsibility system of government,business enterprise and land user,establishment of the system of monitoring and assessing implementation of soil and water conservation responsibility and perfecting of guarantee system to provide a basis for establishing and implementing soil and water conservation responsibility system completely,and insuring sustainable development of soil and water conservation.
