Abstract: 【Purpose/significance】Data security governance deeply empowers the cultivation of new quality productivity, and the re‑ search on its policy guidance will provide a path reference for ensuring national security【. Method/Process】Construct a research frame‑ work of“environment-subject-ontology”based on information ecology theory to gain insights into the dilemmas of existing public data security policies. Utilize policy texts for three-dimensional cross-sectional quantitative analysis of influencing factors, and refine gov‑ ernance policies through the examination of classic cases【. Result/conclusions】Enhance the capability to prevent public data risks by strengthening the policy supply of the data security risk monitoring and early warning system, improving the security mechanisms and policy system to a high level, and advancing the governance of security resilience through integrated policy measures【. Innovation/limi‑ tation】Integrating both qualitative and quantitative analytical methods, it conducts objective and systematic analysis of selected data samples through quantitative research, and provides forward-looking interpretation of the dynamics of public data security governance through qualitative research.
