数据共享视域下应急物流体系信息化 协调发展的生成逻辑与对策探析

摘要: 【目的/意义】基于数据共享视域,判断应急物流体系构成要素间层级关系,探析体系信息化协调发展的生 成逻辑和对策,为管理部门推动实现体系信息化协调发展提供理论依据。【方法/过程】基于数据共享视域,依托德 尔菲法,对体系构成要素进行二元关系分析并计算邻接矩阵,之后进行作用关系分析并计算可达矩阵,采用解释结 构模型法,确定层级关系。【结果/结论】数据共享视域下,构成要素“应急预案数据”“创新发展数据”“信息共享数 据”属于辅助表面层;“处置善后数据”属于连接过渡层;“政策监管数据”属于重要引导层;“指挥布局数据”“整合协 调数据”属于核心深入层。【创新/局限】基于数据共享视域,创新探析应急物流体系信息化协调发展的生成逻辑和 对策,构建解释结构模型,使信息化研究进程更具理论性和客观性,但伴随案例更新,要素确定和层级划分将随之 更新,数据共享理念的未来革新亦会给体系信息化协调发展的生成逻辑和对策探析提出挑战。

Abstract: 【Purpose/significance】Based on the data sharing perspective, the hierarchical relationship among the components of the emergency logistics system is judged, the generation logic and countermeasures of the coordinated development of the system informa⁃ tization are analyzed, and the theoretical basis is provided for the management department to promote the coordinated development of the system informatization.【Method/process】Based on the data sharing perspective and the Delphi method, the binary relationship analysis of the system components is carried out and the adjacency matrix is calculated. Then the function relationship analysis is car⁃ ried out and the reachable matrix is calculated. The hierarchical relationship is determined by the interpretive structure model method. 【Result/conclusion】From the perspective of data sharing, the auxiliary surface layer includes "emergency plan data", "innovation and development data" and "information sharing data". The connection transition layer contains "disposal of post-recovery data". The im⁃ portant guidance layer includes "policy regulatory data". The core depth layer contains "command layout data" and "integration and coordination data".【Innovation/limitation】From the perspective of data sharing, the paper innovatively analyzes the generation logic and countermeasures for the coordinated development of emergency logistics system informatization, and builds an interpretive struc⁃ ture model to make the informatization research process more theoretical and objective. However, with the update of future cases, the determination of components and the division of levels will be updated accordingly. The future innovation of data sharing concept will also challenge the generation logic and countermeasure analysis of the coordinated development of system informatization.
