新一代信息技术产业政策量化评价研究

摘要: 【目的/意义】新一代信息技术产业政策对促进产业发展、突破“卡脖子”困局等具有重要作用,对其开展量 化评价分析有利于厘清现状,明确优化方向。【方法/过程】本文选择2010年10月-2023年10月共计277份新一代信 息技术产业政策文本作为研究对象开展政策演化特征分析,采用政策文本挖掘方法进行主题词社会网络分析,构 建PMC指数模型进行整体政策量化评价及对比分析其中六类技术产业政策。【结果/结论】我国新一代信息技术产 业政策划分为三个阶段。整体产业政策评价结果良好,政策评价结果反映部分政策设计存在若干薄弱环节,评价 指标对比结果揭示了政策的优势及短板。政策数量与质量协同促进了技术迭代互补。产业政策发展依赖于国内 技术进步,与世界科技发展前沿存在一定差距。据此,本文提出政策建议。【创新/局限】以技术演进特点为视角分 析了新一代信息技术产业政策演化特征,横向对比其中六类技术产业政策的PMC评价结果,凸显各类技术产业的 鲜明特点及演进关系。

Abstract: 【Purpose/significance】Policies for the new generation of information technology industries play a crucial role in promoting industrial development and overcoming bottlenecks. Conducting quantitative evaluation and analysis on these policies is conducive to clarifying the current situation and identifying optimization directions【. Method/process】This paper selects 277 policy texts on the new generation of information technology industries from October 2010 to October 2023 as research objects to analyze the characteristics of policy evolution. It employs policy text mining methods for social network analysis of keywords and constructs a PMC index model to quantitatively evaluate and compare six types of technology industrial policies【. Result/conclusion】China´s policies for the new genera⁃ tion of information technology industries can be divided into three stages. The overall evaluation of industrial policies is good, but the results reflect the existence of some weaknesses in certain policy designs. The comparison of evaluation indicators reveals the strengths and weaknesses of the policies. The synergistic development of policy quantity and quality has facilitated technological itera⁃ tion and complementarity. The development of industrial policies relies on domestic technological progress, but there is still a certain gap compared to the forefront of global technological development. Based on this, this paper proposes policy recommendations【. Innova⁃ tion/limitation】From the perspective of technological evolution, this paper analyzes the evolution characteristics of policies for the new generation of information technology industries. It horizontally compares the PMC evaluation results of six types of technological indus⁃ trial policies, highlighting the distinct characteristics and evolutionary relationships among various technological industries.
