Abstract: 【Purpose/significance】Science, technology and innovation policy (STIP) plays a critical role as a strategic, complex, and sys⁃ tematic component of public policy. While substantial research has been conducted in the academic and governance spheres regarding the patterns, logic, and driving forces of STIP development, there remains a tendency towards convergence in research content and paradigms. Furthermore, there is a need for deeper exploration of the underlying dynamics driving policy changes and a more compre⁃ hensive explanatory perspective on the causal mechanisms of STIP. Therefore, conducting a systematic analysis of existing literature will help pave the way for future research【. Method/process】Through the construction of a literature systematic analysis framework, em⁃ ploying various methods including text coding, bibliometrics, content analysis, and cross-analysis, we are able to provide a comprehen⁃ sive summary of the features, perspectives, and limitations presented in the research literature.【Result/conclusion】The research re⁃ veals slight variations in the research focus between domestic and international literature. The literature generally demonstrates a strong emphasis on epistemological, methodological, and knowledge perspectives.【Innovation/limitation】Reflecting upon the limita⁃ tions inherent in the current literature research, this paper further provides several reference suggestions for future research topics and methodological applications.
