战略性新兴产业政策与技术主题演化路径识别分析 ——以新能源汽车产业为例

摘要: 【目的/意义】构建战略性新兴产业政策-技术主题演化路径识别方法,为产业政策的制定与优化、技术的 布局与发展提供重要参考。【方法/过程】以新能源汽车产业政策与专利文本为数据集,综合运用 LDA 模型和 Word2Vec算法提取政策与技术主题,并通过相似度计算的方式识别产业政策与技术的演化脉络及互动关系。【结 果/结论】政策关注点从早期的示范推广转向了重点技术研发和产业链全方位完善,技术研究逐渐向电池效能挖 掘、充电基础设施智能化和动力系统性能提升等方向深化。政策与技术研究之间形成了协同推动关系,但需提高 在智能化、氢能、混合动力方向的技术研究匹配度,与政策导向保持紧密协同,以提升产业整体韧性与安全水平。 【创新/局限】本文对产业政策与技术发展互动演化关系进行了有效探索,可为产业政策完善与技术布局优化提供 新视角,局限在于需要纳入更多数据源进行多维度分析,并进一步优化主题模型。

Abstract: 【Purpose/significance】Constructing a method for identifying the evolution path of strategic emerging industry policies and technology themes, which provides important references for the formulation and optimization of industry policy, as well as the layout and development of technology.【Method/process】Using the policy and patent texts of the new energy vehicle industry as the dataset, a comprehensive approach combining LDA model and Word2Vec algorithm is employed to extract policy and technology topics, and the similarity calculation is used to identify the evolution path and interaction relationship of industry policy and technology【Result/ conclusion】The focus of policy has shifted from early demonstration and promotion to key technology research and all-round improve⁃ ment of the industrial chain, and technology research has gradually deepened in the direction of battery efficiency mining, charging in⁃ frastructure intelligence and power system performance improvement. A synergistic relationship between policy and technology re⁃ search has been formed, but it is necessary to improve the matching degree of technology research in the fields of intelligence, hydro⁃ gen energy, and hybrid power, and maintain close synergy with policy orientation to enhance the overall resilience and safety level of the industry.【Innovation/limitation】This article effectively explores the interactive evolution relationship between industrial policy and technology development, which can provide a new perspective for industrial policy improvement and technology layout optimiza⁃ tion. The limitation is that more data sources need to be included for multi-dimensional analysis, and the theme model needs to be fur⁃ ther optimized.
