数智赋能智库服务范式的转变、使能创新与协同服务策略

摘要: 【 目的/意义】现代大数据和人工智能等技术的迅猛发展对混合智能劳动产生了巨大影响,也正在重塑智库 服务范式创新和价值共创的过程和方式。【方法/过程】本文从数智赋能智库服务范式转变和创新角度,凝练和阐述 了大数据和人工智能等技术引发的智库服务范式重要转变和使能作用,构建了智库专家与智能支持系统的协同服 务理论模型,提出了促进智库协同服务的策略。【结果/结论】智库传统服务范式在大数据和人工智能等技术环境下 遇到了深刻挑战,使得信息情境、协同主体、资源要素、服务流程等服务要素呈现出显著变化,催生了智库数智化服 务新范式。基于数智技术的新服务范式,数智技术使能进一步激发了大数据行为洞察、群体混合智能劳动、协同服 务价值共创和数智化服务模式等方面的创新。【创新/局限】本文梳理了数智赋能智库服务范式的转变,智库应用数 智融合技术推动的使能创新,为智库数智化协同服务提供理论参考;然而,本文构建的智库专家与智能支持系统的 协同服务理论模型尚需在实践中逐步完善。

Abstract: 【 Purpose/significance】The rapid development of technologies such as modern big data and artificial intelligence has had a tremendous impact on hybrid intelligent labor, and is also reshaping the process and mode of think tank service paradigm innovation and value co-creation.【Method/process】From the perspective of transformation and innovation of digital intelligence enabling think tank service paradigm, this paper condenses and elaborates the important transformation and enabling role of think tank service para⁃ digm triggered by big data and artificial intelligence technology, constructs a theoretical model of collaborative service between think tank experts and intelligent support system, and puts forward strategies to promote think tank collaborative service. 【Result/conclu⁃ sion】The traditional service paradigm of think tanks has encountered profound challenges in the technological environment of big data and artificial intelligence, which has brought about significant changes in information context, collaborative subjects, resource ele⁃ ments, service processes and other service elements, and has given birth to a new digital service paradigm of think tanks. Based on the new service paradigm of digital intelligence technology, digital intelligence technology enables further innovation in big data behavior insight, group hybrid intelligent labor, collaborative service value co-creation and digital service mode【. Innovation/limitation】This pa⁃ per reviews the transformation of the service paradigm of digital intelligence enabling think tanks, and the enabling innovation pro⁃ moted by the application of digital intelligence fusion technology in think tanks, which provides a theoretical reference for the digital intelligence collaborative service of think tanks; however, the theoretical model of collaborative service of think tank experts and intel⁃ ligent support system constructed in this paper still needs to be gradually improved in practice.
