隐私关注视角下的教育数据安全治理框架研究

摘要: 【 目的/意义】教育数据中蕴藏着大量敏感的个人隐私信息,且极易发生泄漏、滥用等危及隐私安全的数据 问题,开展教育数据安全治理研究,对推进教育治理体系和治理能力现代化具有重要意义。【方法/过程】基于数据 生命周期理论和数据安全治理理念,结合教育数据在生命周期不同阶段所呈现出的治理需求,构建隐私关注视角 下的教育数据安全治理框架。【结果/结论】本文所构建的教育数据安全治理框架主要由数据采集端、数据存储端以 及数据服务端三大模块构成,在此基础上,进一步明确了本文所构建数据安全治理框架的实现路径,即以激发数据 活力为导向的治理目标、以聚焦数据安全为主旨的治理模式、以侧重数字技术为驱动的治理过程。【创新/局限】构 建了隐私关注视角下的教育数据安全治理框架;后续研究将在现有研究基础上,致力于探索该框架在现实教育教 学场景的应用过程,重点聚焦框架模型的实际治理效能。

Abstract: 【 Purpose/significance】 Education data contains a large number of sensitive personal privacy information, and it is easy to be leak and abuse which can endanger privacy security. It is of great significance to study the security governance of education data to promote the modernization of education governance system and governance capacity. 【Method/process】 Based on the theory of data life cycle and the concept of security governance, combined with the governance needs presented by education data in different stages of the life cycle, the security governance framework of education data under the perspective of privacy attention is constructed.【 Result/ conclusion】 This paper builds the education data security governance framework mainly consists of data acquisition, data storage and data server three modules, on the basis of further defined the implementation path of data security governance framework, namely the governance target oriented by stimulating the vitality of data, the governance model with data security as the theme, and the gover⁃ nance process driven by digital technology.【 Innovation/limitation】 This paper constructs the security governance framework of educa⁃ tion data from the perspective of privacy concern. The subsequent research will explore the application process of the proposed frame⁃ work in the real education and teaching scenarios based on the existing research, and focus on the actual governance effectiveness of this framework model.
