【Purpose/significance】 Since the media era, the development of online public opinion incidents has the characteristics of

suddenness, destructiveness and concealment. Traditional response methods have been unable to meet the new situation.【

Method/pro⁃cess】This article proposes the construction of a three-dimensional system of ideological and political public opinion management,guidance and education in colleges and universities, and comprehensively explains the whole process of the integration of ideological and political education and public opinion management, guidance and response in colleges and universities.【Result/conclusion】 The three-dimensional system of ideological and political public opinion in colleges and universities can realize the organic integration of public opinion management, guidance and ideological and political education work, and guarantee the timeliness and effectiveness of the guidance of ideological and political public opinion in colleges and universities.【Innovation/limitation】 It puts forward the con⁃struction of a three-dimensional system of management, guidance and education of ideological and political public opinion in colleges and universities. Based on a data-driven perspective, it elaborates the micro-process of the integration of ideological and political work in universities with public opinion management and guidance, which enriches the research perspectives in this field. This article focuses on constructing a three-dimensional system of ideological, political, and public opinion in colleges and universities from the theoretical level. In the future, it will conduct in-depth exploration and empirical research.
