Abstract：The hydropower construction projects bring large disturbance to the ground,affect a wide range of the earth for a long period of time and cause serious soil erosion.With the purpose of founding rational and effective prevention and controlling system of soil erosion and water loss,mitigating soil erosion hazards generated by hydropower construction projects and regulating the evaluation and approval system of soil and water conservation plan,the engineering composition of the hydropower is combined with its soil erosion features,some permitted requirements are worked out in this study.Permitted requirements of soil and water conservation for hydropower construction projects had been classified into four sorts of approval,rejection,restricted approval and delayed approval.Each sort of permitted requirements are put forward in this paper.
