Abstract：Through analysis on the process of urbanization, the concept and connotation of soid erosion as well as soil and water conservation in the urbanization were proposed, urban ecology, principles of soil and water conservation and scientific development perspective were expounded, which were the main elments of the urbanizing soil and water conservation theory, the management mode of urbanizing soil and water conservation as well as innovative technical system of Shenzhen City were summarized.
