我国政府数据开放平台隐私保护政策合规性感知测度研究

摘要: 【目的/意义】探究我国政府数据开发平台隐私政策合规性情况,构建政府数据开放平台隐私政策评价体 系,为我国政府数据开放平台隐私政策的制定提供理论与实践指导。【方法/过程】基于用户视角构建政府数据开放 平台隐私政策评价指标体系,通过熵权灰色关联分析方法,从信息处理告知、个人权利保护、政策义务告知与信息 安全保障四个维度对我国15个省域政府数据开放平台隐私政策进行用户感知合规性测度研究。【结果/结论】研究 发现,清晰用户信息处理过程告知、用户权利实现、隐私政策更新和相应安全保障措施等可以提升用户感知评价, 我国政府开放平台隐私政策整体合规性较低,需要从多个维度加以监管并进行完善。【创新/局限】研究采用熵权灰 色关联分析方法分析政府数据开放平台隐私政策用户感知测度,但是仅选取15个省域平台作为研究对象,构建权 重评分受专家经验具有一定的主观性。

Abstract: 【Purpose/significance】This study explores the compliance of privacy policies on government data development platforms in China, constructs an evaluation system for privacy policies on government data open platforms, and provides theoretical and practi⁃ cal guidance for the formulation and improvement of privacy policies on government data open platforms in China.【Method/process】, Based on the user perspective, a privacy policy evaluation index system for government data open platforms is constructed. The en⁃ tropy weight grey correlation analysis method is used to measure the user perceived compliance of privacy policies for 15 provincial government data open platforms in China from four dimensions: information processing notification, personal rights protection, policy obligation notification, and information security protection.【Result/conclusion】The study found that clear notification of user informa⁃ tion processing processes, realization of user rights, reminders of privacy policy updates, and corresponding security measures can im⁃ prove user reading perception and evaluation results. However, the overall compliance of privacy policies on government open plat⁃ forms in China is relatively low, and need to improve from multiple dimensions.【Innovation/limitation】The study used the entropy weight grey correlation analysis method to analyze the user perception measurement of privacy policies on government data open plat⁃ forms. However, only 15 provincial platforms were selected as the research objects, and the construction of weight ratings was subjec⁃ tive due to expert experience.
